This Opportunity:

The UK-Tanzania Green Growth Facility (GGF) provides flexible, demand-led technical assistance to the Government of Tanzania, businesses, investors, and financial institutions to achieve private sector development goals and green growth outcomes in Tanzania. Specifically, GGF aims to expand investment capital, high value crop exports and carbon market financing. The project started in January 2023 and is planned to run through to December 2027. Palladium is the implementing partner on this project.

GGF is seeking a Team Leader (TL) who acts as the central point of leadership for the programme. The TL is responsible for representing the programme with a range of external organisations and individuals, including regularly reporting to the Client, maintaining strong working relationships with relevant local entities, other programmes, as well as with Palladium staff. The TL will also have technical oversight and responsibilities so experience in private sector development, notably in investment, is a must.

Location:

The position is based at GGF’s office in Dar es Salaam, Tanzania.

Reporting Lines:

  • The Team Leader reports to the Programme Director
  • Key project staff in leading positions report to the Team Leader

Primary Roles and Responsibilities:

Programme Leadership & Representation:

  • Developing strong working relationships with the Client’s contact points and leading on reporting to them, through both formal and informal channel, and maintain relations and represent the programme with the Client country offices as needed
  • Develop strong working relationships with key project stakeholders, and ensuring effective, coordinated delivery across technical and operational aspects of programme delivery
  • Manage good working relationships with consortium partners and technical experts, ensuring that such partnerships aid the effective delivery of the programme
  • Develop strong working relationships with the leadership of other development programmes, and exploit complementarities and synergies where possible
  • Represent the programme with an external audience as needed
  • Manage relationships with the host country government, counterpart agencies, project partners and stakeholders and business partners

Programme Delivery

  • Provide guidance, oversight and quality assurance for all project activities, outputs and deliverables drawing on the specialist expertise of other team members as and when necessary. Assume overall responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets Client and stakeholder expectations and is contractually compliant
  • Monitor implementation progress; maintain up to date project logs and registers; work to resolve issues, manage and mitigate risks; and escalate material issues and risks as appropriate
  • Proactively alert and advise Palladium and the Client on emerging opportunities and risks, supporting the delivery of an adaptive programme
  • Lead with the Project Manager and other relevant colleagues in the preparation of work plans and budgets; staffing plans; performance improvement plans and other plans as required
  • Oversee the development and implementation of plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication management
  • Team Management, provide oversight, empower and support to the entire project team. Lead by example, set up / nurture / reinforce management systems and processes to ensure effective delegation of responsibilities. The wider role includes conducting appraisals and staff performance management, on the job mentoring and staff development
  • Lead the compilation of regular reporting to the client (e.g. monthly dashboards, quarterly progress report, annual report, content for annual reviews, etc.) highlighting progress, achievements, lessons learned, risks and opportunities, future plans and financial health of the project
  • Responsible to develop and implement a Sustainable Business action plan which sets out activities that will be undertaken to deliver on our Sustainable Business vision and framework and mitigate any identified risks

Essential Criteria:

  • Educated to university degree level or above, or with commensurate experience
  • Extensive experience in managing complex interventions, with experience doing so in Tanzania
  • Experience leading the delivery on FCDO-funded projects preferred
  • Strong expertise in building and managing programmatic relationships with high-level stakeholders from private sector, government, civil society, donors and multilateral initiatives
  • Strong expertise in leading complex programmes, including managing and mentoring senior members of staff
  • Strong experience in managing complex teams
  • Expertise in private sector development, and notably investment
  • Excellent communication skills, both orally and in writing, with the ability to convey technical material persuasively with a high degree of accuracy
  • Collaborative leader with a flexible can-do approach, self-motivation, resilience and a willingness to adapt to the changing needs and priorities of the Project and the Client
